Cboe and Robinhood plan KPI binary contracts on 23 companies for an October rollout

Cboe Global Markets, Inc. plans to introduce binary options linked to company-specific key performance indicators (KPIs) and corporate events in October 2026, pending regulatory approval. The initial offering would cover 23 U.S.-listed companies, with Robinhood serving as the first retail broker to provide access at launch, according to Cboe’s announcement distributed by PRNewswire.

The plan was unveiled on Sept. 30, 2026, at Robinhood’s third annual HOOD Summit in Houston, Texas. Cboe described the companies selected for the initial contracts as among the most actively traded U.S. stocks. The announcement did not identify them or specify the metrics and events that would underpin individual contracts.

A securities-market route

The contracts would trade on Cboe’s registered U.S. securities exchange under Securities and Exchange Commission (SEC) regulation. That structure differs from the designated contract markets (DCMs) used for similar event-based products. Cboe argues that these contracts belong within the securities-market framework, citing transparency, oversight, investor protections and federal preemption of state securities registration requirements.

Cboe plans to waive fees for the KPI binary options through the end of 2026, subject to regulatory review. Robinhood also plans to offer the products without fees through year-end. JJ Kinahan, Head of Retail Expansion and Alternative Investment Products at Cboe, described the contracts as a way to target individual corporate metrics; Steve Quirk, Chief Brokerage Officer at Robinhood, emphasized their potential to let retail investors trade expectations about company KPIs.

Clearing approval remains a condition

Cboe has applied to the SEC for temporary registration of Cboe Clear U.S., LLC (CCUS) as a Covered Clearing Agency. CCUS would handle clearing for the KPI contracts if the necessary regulatory review and approval are completed.

The initiative also forms part of a broader clearing expansion. Rob Hocking, Global Head of Derivatives at Cboe, linked the proposal to the company’s listing, trading and clearing capabilities. After initial registration, CCUS may seek approval to move beyond the CFTC-regulated derivatives it currently clears, potentially adding products such as tokenized binary security options. Those possibilities remain conditional, rather than confirmed offerings.

What it means for prediction markets

  • October is a target, not a confirmed launch. The product rollout and proposed clearing arrangements remain dependent on regulatory approval.
  • The regulatory structure is a key distinction. These would be SEC-regulated securities contracts on Cboe, rather than event contracts listed on DCMs.
  • The proposed scope is company-specific. The initial 23-company offering would let participants express views on corporate metrics and events, but the announcement leaves the company roster and contract details unspecified.
  • Launch pricing is temporary. Both Cboe and Robinhood plan fee-free access through the end of 2026, with Cboe’s waiver subject to regulatory review.
