Users open or link a Kalshi account inside the app after identity checks, Phantom charges 0.01 dollars per contract on top of Kalshi's own 0.01 dollar exchange fee, and the product operates under CFTC Staff Letter 26-09 no-action relief granted in March, with market restrictions reported in Michigan, Nevada and Washington.
